Who we are
The Minnesota Constitutional Accountability Project (MCAP) is an independent, nonprofit organization dedicated to constitutional oversight and public accountability across the State of Minnesota.
MCAP conducts evidence-based audits and investigations of governmental actions that implicate constitutionally protected rights. Our work focuses on identifying systemic deficiencies, documenting violations under color of law, and presenting accurate, verifiable findings in the public interest.
MCAP operates independently of all government entities and political parties. We do not advocate for candidates, engage in partisan activity, or provide individualized legal representation. Our role is oversight — grounded in law, evidence, and constitutional standards.
All MCAP findings are developed through disciplined documentation, lawful evidence collection, and objective analysis. Evidence is preserved in original form and handled according to strict internal policies designed to ensure integrity, transparency, and suitability for public and judicial scrutiny.
MCAP exists to ensure that constitutional rights are not treated as optional, ignored through administrative convenience, or eroded through unchecked institutional practices. Where deficiencies are identified, MCAP documents them clearly and reports them responsibly.
